Prof. Dr. Memişoğlu was born in 1966 in the city of Trabzon and is originally from the province of Rize. He completed his medical degree at Hacettepe University Faculty of Medicine in 1990. After graduation he pursued specialty training in General Surgery, receiving his board certification at Istanbul Okmeydanı Training and Research Hospital in 1995. Between 1996 and 1998 he worked as a General Surgery consultant at three state hospitals: SSK Konya Ereğli Hospital, PTT Hospital and Bursa Military Hospital. In the period 1999‑2000 he was assigned to the Liver and Gastrointestinal Transplantation Unit of Miami University, gaining experience in transplant surgery. From October 2016 he served as the Istanbul Provincial Health Director, overseeing public health services for Turkey’s largest city.
